If there are seven people with different distribution systems, there will be different customs.

So if a unit has bad work habits, it must be a mechanism problem, it must not be completely fair, just and open, and there must be no strict reward for diligence and punishment for laziness. How to formulate such a system is a question that every leader needs to consider.
